Nick interrogates Pamela Bondani to find out how she was able to break into Zootopia. Meanwhile, yet another sinister plot is unfolding.

By all accounts, including every diet, order, confession, and political affiliation, Zootopia had achieved its suffix. The city had achieved a level of peace and prosperity it never had before, and there was nothing on the horizon that seemed like it would change that. The many streets were safe to wander at night. The homeless were no longer, not thanks to peril but to roofs above their heads. Social mobility was commonplace. Hard working jobs were safe and well paying. Every citizen of every strata could unanimously agree that they were proud to be a Zootopian, thus drawing in a massive influx of immigrants who experienced similar success.
This was all thanks to the direction and control of a certain Nick Wilde, former hustler and con man. With powers recently acquired through means unknown by the public, Nick had bound the city and its people into a mutual goal of unity and sanctity. Nobody quite knew how, but he had managed to sway the leaders of every political faction, religion, and borough of the city to give him their advocacy. In a matter of weeks, he had established himself as the premier of the city, dominating every facet of people's lives with a regiment of avid followers seemingly ready to obey his every whim. He promised safety and freedom, and delivered it perfectly. His inclusion of creatures from different universes was met with derision at first, until they too demonstrated their capability to bring balance to the city. Open borders throughout the multiverse, formally infected with the reign of a certain feline empress, quelled the rampant power struggles. Zootopia was now both a home for every animal on that planet, as well as any creature across the span of reality willing to bring whatever skill they had to offer.
While Nick loved strolls through the city he had worked so hard to bring happiness to, his journey to the city council was a serious one. Accompanying him were five women, four of whom wore Zootopia Police Department uniforms. They loomed behind him, each one an intimidating monument to strength and protection. At his back was Demona, a female gargoyle. She stood taller than the rest, bringing her midriff around the top of Nick's head. Her skin was a gothic blue, standing in great contrast to the plume of blood red hair that came out of her scalp. Folded against her upper back were a pair of giant bat wings capable of agile flight. The backside was black and leathery with a purple colored inside. She walked closely behind Nick, visualizing her intense loyalty to him. The tip of his fluffy orange tail swished just in front of her ankles, a sensation that drove her wild. The feel of his touch, however direct, was always a great comfort.
Beside her was Lady Fox, by far the most feminine looking of the five. Her police uniform clung to her many swelling curves tightly, leaving little of her sensuous form to the imagination. Her fur was a gentler shade of orange than Nick's, one that made her jade eyes pop. However attractive her body was, it similarly conveyed an athleticism more than able to bring harm to anyone who dared to attack Nick. She had a great deal of experience in combat, having mastered kung fu. That thick pair of legs she liked to step with a jaunty sway could also swing across the side of someone's head and knock them unconscious.
With them was Doberwoman, Nick's most protective bodyguard. Her body was slender, covered in charcoal black fur and rippled with muscle. Her forearms were colored tan as well as her enormous paws. Lustrous brown hair fell down her back in a straight curtain. Long, thin ears sprouted straight up from her crown. She had a perpetually fierce expression, one that warded off potential attackers. Her draw was quick and her trigger finger was itchy. Nick's safety was a priority that went above her own. Merely walking down the street within shouting distance was enough to earn her frightening attention. Nick felt the safest around her, although she did require the occasional command to calm down, lest she end up riddling some innocent folk with bullets.
The most noticeable of the five was Gloria, a hippopotamus. Her figure was appropriate for her species, bowed at the gut with a short neck and limbs. Her police uniform was a giant blue shield that loomed behind Nick wherever he went, making whatever aim was on him particularly difficult to find a bead. Her tremendous size did not mean she was lazy or slow on her feet. Her dedication to him was as solid as the others'. However stubby her legs were, they could fling her enormity over Nick in case of a sudden attack. A gorgeous face also belied a sassy wit and a willingness to get dirty if she ever needed to. Nick liked to reward her with brushes of his decadent fox tail, something she greatly enjoyed and salivated over. Though she was already deep under his control, she frequently requested hypnosis sessions so that she could feel the soothing and persuasive caress of his mind.
Lastly was Cooch, the only one of the five women who was not a police officer. Although she was a famous superhero, her hedonistic pursuits hindered her qualifications as a cop. She was a cat woman dressed in nothing but a gray wool crop top and denim booty shorts. She wore her blonde-dyed hair swept over one side of her head, covering one of her pierced cat ears. Her fur was orange with a white underbelly and paws. She wore lots of makeup, all but plastering her eyelids with sky blue liner. Without a cop uniform, she seemed out of place among the squad of women dedicated to Nick. She was the only one who fell outside of his mind control. Regardless, he had come to her with a request for a favor, one to pay off when he saved her. She was onboard once he promised her that there would be sex.
Nick led his crew of protectors up the front steps of city council, wearing his usual casual attire of nothing more than a white t-shirt, a sleeveless jacket, and some khaki shorts. He smiled and waved at the denizens around him. His blood-red scleras, a side effect of his powers, glinted in the afternoon sun. He made it to the top of the marble staircase and wandered past the giant pillars into the building. It was a busy establishment full of hustling city employees going every which way to deliver papers or answer calls. That came to an abrupt halt when they saw Nick. They all cheered and waved, to which Nick smiled humbly and waved back. No matter his power, he would never quite get used to such adulation. When the fervor died down, he made his way to the front desk where a skunk lady was placidly typing away at a typewriter. He leaned against the counter. "Hello, there," he said.
The skunk continued typing, only looking up at him after a few seconds. She had short white hair with a single black stripe running down her bangs. Her eyes were a stunning emerald, looking all the more green thanks to the onyx backdrop of her face. Through her white button shirt Nick could see her muscles and pert cleavage. She didn't seem at all phased by the man in front of her. "Hello! How can I help you?"
"Yes, I've been trying to schedule a visit to Lombroso State Penitentiary. I'm here to see if they've given permission for me." Of course they had, it was Nick Wilde, after all. It was all purely a part of bureaucracy and red tape that Nick had to go through.
"Alright! What's your name?"
Nick cocked an eyebrow. Haven't been asked that question in a while. "Nick Wilde."
She didn't react other than following through with his request. "Yup! I've got something right here for you." She scooted her chair back and opened a drawer. She pulled out a slip and handed it to him. "This'll give you permission to visit any of the prisoners there, courtesy of the warden."
"Thanks!" he took the slip and stuffed it into his pocket. He narrowed his eyes at her. How did she have the slip ready without looking him up if she didn't know who she was? And why the hell did she look so familiar? "I'm sorry, but do I know you? I think we've met."
She just smiled and shook her head like she was expecting that kind of question. "No sir. I'm afraid not."
"Oh, well OK. Thanks anyway."
"You're very welcome, Mr. Wilde. You have a nice day," she said, then looked off into the distance and shot a cheeky wink.
Nick looked off where she was facing. There was no one there. Who the hell is she winking at?

Lombroso Penitentiary was not far from Zootopia, only a 45 minute train ride. It was far enough, however, to find itself deep in a mountain range very hostile to those not built for living in it. As much as the great ring of razor wire that surrounded it, the ragged landscape acted as a barrier to escape. Towers manned by guards with automatic weapons were dotted around the perimeter. Cameras were everywhere, covering every square inch of the facility, inside and out. Only the most vile and problematic of criminals were stored there, ranging from terrorists to serial killers.
Among them was Pamela Bondani, former empress of worlds in the multiverse and threat to Nick and Judy. Her pursuit of universal domination led her to Zootopia where she had kidnapped Nick's girlfriend, Judy and the famous pop star, Gazelle. She had intended on toppling Bastet's empire and usurping it into her own, only to have it crumple thanks to Nick's quick actions. Now her powers had been stripped of her, and she would spend the rest of her life in prison for it.
Nick intended on visiting her for more information. Bastet's surveillance on Zootopia was absolute, yet Pamela was somehow still able to infiltrate it and threaten to destroy it. With such potential dangers to the city and the liberty of the multiverse, Nick had to find out how she was able to do it so that he could better prepare for any future threats. He and his crew came to the prison to interrogate her and her former cohort, Ms. Fortune. Whether she wanted to or not, she was going to tell Nick what he needed to know.
Nick and his five escorts were in one of the prison's gymnasiums. He sat on a green plastic chair with the girls standing behind him. He offered them chairs to sit down on, but they refused, not when he would be with someone so dangerous. Their fears were soothed once Pamela was escorted into the gymnasium by two prison guards. She looked bigger than Nick had last seen her, probably a result of time spent working out like most prisoners do. She was an orange cat, managing a refined disposition even in her orange jumpsuit and shackles which jingled around her ankles and wrists. She stood upright, refusing to bow under the weight of her self-inflicted bondage. From the door she stepped through to the green chair they sat her in, she met Nick's withering gaze with equal dislike. She sat down with an awkward flourish, lacing her fingers together over her knee like there were no stainless steel links around her waist.
Entering the gymnasium as soon as she sat down was Ms. Fortune, Pamela's fellow feline and former lieutenant. She was a white cat whose time in prison had clearly been less kind to her. Her fur was unkempt. There was an extra layer of blubber to her that wasn't there the last time Nick saw her. She walked with a slight hunch to her back. It looked like she hadn't slept in ages. She sat down in a chair to the right of Pamela. She only looked at Nick with the occasional meek glance.
Nick put on a smile. "Pamela, Ms. Fortune, hello. Fancy seeing you gals here."
Pamela smiled too. "And you as well, Mr. Wilde. How are you?"
"I'm just dandy, thanks. How about you, Fortune? How's the pokey treating you?"
Fortune kept her head bowed when she looked up at him. "I'm fine," she muttered.
"I'd hope so." He turned his attention back to Pamela. "So, Ms. Bandolini, I hope you know why I'm here."
"I think I do." She leaned back in her chair. "You want to know how I came here, to Zootopia."
He nodded. "That and what you did to kidnap Judy and Gazelle and the others. I don't want folk like you messing up my planet anymore."
She tilted her head. "And what was I going to mess up, exactly? I only wanted to build an empire, like your sweet Bastet."
"You said you were gonna make Judy a sex slave, and Bastet isn't anything to me. She's gone now."
"Where is she?"
He laughed and shook his head. "Like I'd tell you."
"I see. Well, in that case, what makes you think I'll tell you anything about how I got here?"
"Because I got an offer for you."
"Do you, now? Does it involve freedom from this place?"
He shook his head. "You know I can't do that."
"Well, then I'm not interested."
"Come on, don't be like that. I know you get lonely in a place like this. Locked up 23 hours a day in a cell by yourself, making friends with some awfully bitter folk. I know you'd like some company, some real company. What do they call it?" He tapped his chin and looked up at the ceiling. He snapped his finger. "Oh yeah, a conjugal visit."
That got Pamela's attention. She smiled and looked up and down Nick's body. She lifted her shackled paws up as far as they would go and lowered her head so that she could fix her hair. "Well, Mr. Wilde, I didn't think you'd be so open to that sort of thing. You're a taken man, are you not?" She straightened herself out and pointed her bosom at him. "I'd love to." Ms. Fortune sat nearby, looking dreadfully uncomfortable.
To Pamela's dismay, Nick shook his head. "Oh no no no, not with me." He stuck his thumb over his shoulder. "With her." Cooch stepped forward and placed her paw on her hip. She looked down at Pamela hungrily. Her cat tail swooped and swayed behind her seductively. "You remember Cooch, right? You know how ravenous she can get. She's just itching to have a good time with you. I think I oughtta give it to her."
Pamela stared back at the horny feline in horror. She tried to remain calm, but could not hide the fluffing of her fur. "No... I don't think I'd like that."
"No? Why not?"
She glowered at him. "I just wouldn't."
Nick wasn't surprised. "Oh well, then. If you won't accept her, why not me then?"
Pamela narrowed her eyes. "You will?"
He nodded. "I'll give you the lovin' you want so badly. No problem. Tell me everything I need to know and I'll give you the sex you desire."
Pamela thought about it. She looked around randomly, thinking to herself. Her eyes fell on Nick, the girls behind him, Cooch, then back on Nick. "Alright," she said finally. "I'll talk, but right after you and I are fucking."
Just the corner of Nick's mouth rose. "Like I said, I'll give you allllllll the sex you'll ever want."
"Alright then." She took a deep breath. "Here's what happened."

I knew just dropping in on Zootopia was a bad idea. Bastet's cronies were all over the place. Normally I wouldn't have even laid a finger on the place. Nothing here but a bunch of beasts made lazy by modern luxuries. That was until I heard about you and Judy and how much Bastet was in love with you two. I figured if I got my hands on either of you, I could lure her into a trap. I was right, but getting her was the biggest issue. I sent over a few pawns of my own to scout out potential breaches in her security. Lo and behold, they found one, and in one of the most ironic of places. Here, in this very prison.
It made sense, why would she protect a prison full of criminals? Nobody would intentionally drop themselves here. Well, I did, and I brought Fortune with me to hypnotize the guards. We turned this place into a sort of base of operations. I looked for any high-profile prisoners who may have helped me better infiltrate the city, and I found one in Ms. Bellwether. You know her, the sheep woman who tried to create a race war in the city. Trust me, she knows an awful lot about you and Judy. I won't repeat the foul things she said about you two. It's so queer hearing vulgarities out of such a small woman.
Anyway, I asked her for information in exchange for her freedom. I was tempted to hypnotize her, but she was one tough cookie. Not even Ms. Fortune's skills could crack her. She told me about Gazelle, one of the celebrities here. We could hypnotize her and use her celebrity influence to pull more people into our control. With the guards here under our control, we disguised Ms. Fortune as a CO and had her try and convince Gazelle that she should come visit Bellwether as some sort of publicity stunt. The woman wanted nothing to do with the traitorous sheep, of course, so Ms. Fortune hypnotized her into coming over.
I tell you, that Gazelle may have been an even better asset of mine than Ms. Fortune. Her many adoring fans were willing to do anything she told them to do, no matter how deadpan and emotionless she had become. We had her visit Judy at the station. She sang a more... raunchy, rendition of Trust in Me. We called it Lust for Me, much to a great effect. Everyone there went wild, especially one cheetah and a water buffalo. They were all but falling over themselves with arousal, but that wasn't our goal. We were after Judy. You're lucky you weren't there, Nick. I'm certain you would've fallen just as well. Instead we settled for her and bought her back to the prison from there we set out the trap with Judy and Gazelle and... Well, you know what happened from there.

Nick remained stoic throughout her tale, betraying his anger only through the occasional sharp inhale through his nose. In spite of his great venom, he got what he had come for. It made sense that the prison wasn't protected. He didn't think it was now. As soon as Nick left he would make sure the place was airtight. He sat up in his chair and took a deep breath. "I see. And what about Bellwether? Where is she now?"
Pamela shrugged. "In a prison other than this one. That's all I know."
Nick frowned. "You didn't free her?"
Pamela scoffed. "Please. I had bigger things to worry about than some lowly mayor in prison. I never spoke to her again after we made our deal. I came here and told them she was an enemy of mine, so they moved her somewhere else. I suppose my safety was more important than her imprisonment."
Nick disagreed with that sentiment, if it was true. If it meant keeping that racist bitch behind bars, he would have killed Pamela in a heartbeat. But that was neither here nor there. He had gotten everything he needed. He patted his knees in a "time to go" gesture. "Well! This was fun, but I've heard all I needed to. Girls, let's head out."
Pamela scowled. "Wait! We had a deal."
Nick halted midway through standing up. "Huh? Oh yeah!" He looked at Ms. Fortune who had been dead silent the entire time. "Ms. Fortune, you want out of here?"
The disheveled cat's eyes came alive. "Yes! Please, God." Pamela whipped her head to look at her former cohort, then back at Nick. Rage and confusion twisted her face.
"Good! Guards, please unshackle Ms. Fortune here." The corrections officers had no idea what he was doing, but they weren't about to disobey an order from Nick Wilde. The guards that had escorted Ms. Fortune in came up to her and unlocked her shackles. As soon as they were off she began rubbing her wrists and smiling like an idiot. Tears welled in her eyes. "Now, before we let you go, there's one thing we want you to do."
She looked up at him. "Please, I'll do anything!"
"Alright then." He nodded at Pamela. "Make Pamela here want to have sex with Cooch. Oh, and here are your powers back." He snapped his finger, creating a tiny spark.
"No!" Pamela shouted. "You can-!" She was turning towards Ms. Fortune to protect herself, but that proved to be an error. The very moment her powers were returned to her, Ms. Fortune snapped her gaze on Pamela and threw her feline pupils into a hypnotic swirl. Pamela's protest was caught in her throat, and her retinas reflected the mesmerizing eyes she was forced to gaze into. Pamela relaxed in her seat. Her fierce countenance withered into something far more pliable. "Yes, master," she muttered. "I'd love to have sex with Cooch."
Cooch whistled through her teeth and did a celebratory hop. Nick held his palm up at her to hold her back for just a little longer. "I said I'd let you have all the sex you desired. I didn't say it would be with me. Guards," He nodded at Pamela. "Unshackle Pamela here and bring her to her cell with Cooch. Leave the two alone for a few hours, then let Cooch go." The guards, just going along with the punches, did as they were told. Pamela slowly stood up from her chair. She didn't so much as flinch as Cooch jumped onto her and began smothering her face with kisses.
"Mmmm... Mmmm... Mmmm..." growled Cooch between passionate smooches. "Yeah~ I'm gonna have fun with her. Don't worry~" With that, the guards guided Pamela back to her cell while Cooch remained latched to her like a leech, slithering her tongue into Pamela's unmoving mouth.
Ms. Fortune stood nearby, unsure of what to do. "What about me?" she asked meekly. "Are you still going to free me?"
"I am, but not with this." Nick snapped his finger again. Another spark, and Ms. Fortune's powers were gone. "You're free to go, but I won't have you robbing anymore people of their free will."
That was more than OK with Ms. Fortune who clasped her paws in front of her face and wept like a baby. "Oh God, thank you. Thankyouthankyouthankyou."
Nick waved it off. "Forget about it."

The guards working surveillance at Lombrosa put extra attention on the gymnasium while Nick and Pamela had their meeting. Once it had concluded and Pamela was headed back to her cell, most of them brought their focus elsewhere. However, there remained one person who was still watching very closely. She followed Nick out of the gymnasium, out of the prison, and back to the cab that would carry him back to the train station. Her face was right up against the fuzzy TV screen, scanning her eyes across the bubbled glass until the car he got in disappeared off the edge of the screen. Only then did she step back. She wore a stern expression, one that fell short of portraying the raw hatred she had for that fox.
Dawn Bellwether, former Assistant Mayor and, more briefly, former Mayor of Zootopia, was in a dingy shack, accompanied only by the set of old TV's she had placed on a table and one other woman who was tied to a chair. Her captive was slouched to the side, barely cognizant, unaware of Bellwether or whatever she was doing. The once prim and proper sheep was an unkempt mess. Her wooly white curls were now matted and dirty. The women who had once worn sweet little dresses was now relegated to a ratty pair of overalls and no shirt beneath it. Her wire-rimmed glasses had a cracked lens. Her once dainty arms were now thick with muscle. The prison she had lived in for so many years was a hard one; escaping it was even harder.
Now that she was free, she could enact her plan for revenge. Pamela was one of her targets, but recent events appeared to have settled that score. That left Nick and Judy, her two malefactors and most bitter antagonists. She would teach them what it meant to suffer, she would make them pay for throwing a wrench into her plans of a truly utopian city, free of predators and the danger they brought with their existence. That would be accomplished in time, but first she would reap her revenge.
She turned the TV's off with a remote and dipped her hoof into her pocket. She pulled out a golden pocket watch that hung from a long fob. She stepped up to the woman tied to the chair. "Alright, let's try this again," she said in her gratingly shrill voice. She dangled the watch from her hoof finger and began swinging it in front of her prisoner's face. "You are feeling very sleepy. You will obey my every command. I am your master. You are my slave." She said those exact words over and over again, all while the swing of the watch maintained a perfect tempo. It was the most rudimentary form of hypnosis, but it was all she had for now. "...I am your master. You are my slave."
The woman in the chair followed the shiny pendulum with her eyes. She was barely conscious. Her mouth hung open. Then, suddenly, her eyes opened fully. "I am your slave. You are my master. I will obey your every command."
Bellwether gasped. She jerked the watch up into her hoof and caught it. "Say 'Waffle'." Silly as it was, it was the first word that came to mind.
The woman didn't hesitate. "Waffle."
Bellwether gasped again. She shot upright and covered her mouth with her hooves. "OhmyGod!" She shot her arms into the air above her head. "Yes!" she shrieked. "Finally!" She let loose a throaty groan. "GOD, that was way harder than I expected. It was worth it though." She smirked at the woman. "Isn't that right, Bonnie?"
Bonnie Hopps sat upright in her chair. Her bunny nose twitched. Her ears stood upright on her head like soldiers at attention. "Yes master."
"That's damn right." Bellwether waltzed up to the table where the TV's were. As much as she was ready to celebrate, she had a report to make. Next to one of the TV's was a small electronic device like a walkie-talkie. She picked it up and spoke into the receiver. "My lady, the fox is closing in. Time for phase 3."
A few seconds later, a voice uttered its response.
"Good~"
