My first idea was one of them Cell/Adam (Buffy) hybrid monster types of 'immense power' but he's lonely, insecure, and needy as fuck.
Somehow, shockingly, this turned into porn.

Garland City was infested with a modern plague, one common to megacities of its kind.
Hyperhumans first occurred at the turn of the seventh century of the current era.
One would appear, oddly publicly, with some sort of animal theme. Another, probably with a doctorate, appeared in quick succession.
For some reason, this pair would then oppose one another, and their battle would shake the foundations of that part of town. Or it would just really frighten people nearby. Or it would happen in the sewer, and no-one would know. One would be christened the ultrahero of the pair, the other the ultravillain. There was rarely any room in the public imagination for anything else.
In the many decades following, they popped up in every district of Garland, almost every postal area.
Each new hero, if they lasted a few years, would accrue thematically similar specimens, and they'd form a little family.
The Herald was the longest-running of Garland's heroes. A knight, kind of, in a suit of scarlet leonine armour. Powered by centuries-old alchemy and driven by anarcho-syndicalist ideology, she guarded the banking district from the threats she seemed to generate around herself constantly. Three years later, there was a team of Heralds around her, each in their own beastly plate. Their chief enemy, Rampant, had an almost identical suit or armour and anarcho-syndicalist ideology as the Heralds did, but it was just that tiny bit different enough to make him their eternal nemesis.
The Serpent Guy and his Worm-Family crept about the Princess Park and surrounding old redstones, silent and genial. The Guy's first and main nemesis was a jewel thief, the 'conniving' Cuckoo, all pink feathers and clockwork claws... however, it was anyone's guess why they even fought, as the serpentine creature didn't seem to care much for property or the law. Perhaps it was an old grudge, or perhaps they were playing. Bets mainly laid on the latter, as the 'Worm' was a forgiving guy. He'd even accepted a former enemy, Dr. Lamia, into his family.
