Landscapes of Hetra: Ouroboros
I decided enough was enough. I have a setting in my mind that's been ages overdue to a proper lore dump. So why not do it?
This will be a small series I do whenever I feel the urge to. Hetra has many different kinds of pokémon and cultures spread across the continent. So, I'll detail some of the bigger ones. And to start off, I'll be going through one of my most horrid and wrong conglomerates I have, Ouroboros :3
A warning that, it's a given but I prefer to always preface this: Any themes or kinks are obviously fiction only, and the author does not condone them irl whatsoever.

Ouroboros

Overview:
At the center of the Ruthless Desert, where almost no life could sprout beneath the scorching sun, stood a gigantic village surrounded by stone walls. A place of respite and calm, where even the heat couldn't touch its magnificence. The shining jewel of the desert, Ouroboros.
Or so they said. Although the village was quite technologically advanced compared to most of the continent's eastern conglomerate; having running water, proper sewage system, farms and even electricity, amongst advanced architecture, it had a painful reality: The village was only this shining towards its males.
Under the rule of its current ruler, Lord Raze, a powerful and battle-savvy Houndoom, who had climbed its ranks and pushed his populace from the brink of starvation to the thriving place it was, the village lived under a serene existence for only the privileged chosen.
The belief followed in Ouroboros is that females are impure and inferior in every way, and that males should rule over them and do whatever they desire through their suffering. Through it, any male that chose to abide by those rules would be welcomed into the village.
The females? Not a single one with their freedom. All either chained down and broken or forced into compliance through harsh means.
But that was life in Ouroboros, and with their military might second only to their Raptor neighbors, there were few that dared to stand against them
History:
During 800 PT (Post-Technology), Ouroboros, which hadn't even a name by that point, was but another struggling village amongst many in the continent of Hetra. Residing in the middle of the desert, their inhabitants fought tooth and nail to barely live another day.
And even through all that struggle, raids were frequent in their region; sacking, looting and kidnapping anything and anyone they could get their hands into.
In 817 PT, it was barely hanging on by a thread. A group of ransackers had overpowered their forces and taken control of the region, forcing all inhabitants into slavery. Their struggle followed for months before a band of brave Pokémon, currently regarded as the "Fiery Five", were journeying through the village when they witnessed its depressing state. With their amazing power, the five types easily finished them off, granting the Pokémon their freedom.
Amongst the five, a single one decided to stay and lead the villagers into a proper era; Solanan, the Volcarona. His rule brought a golden age for the village. Through his teachings, they were able to improve their military skills and harness better hunting and foraging techniques, even going as far as borrowing technologies from western civilizations to improve their lives. Wells were established, farms were brought to life and a proper housing system was introduced. His age brought happiness and comfort to his subjects.
In 893 PT, Solanan passed away, his last breath was a peaceful one in his sleep. The next chosen ruler was Anathan the Ceruledge, number one pupil of Solanan, who desired to keep his teacher's ways and make sure to keep them going for the betterment of their lives. Sadly, that could not happen.
The following century was one filled with strife. Countless wars broke around the region. The dead bodies spread plagues that killed thousands of Pokémon. The scorching sun's head had been heightened due to environmental circumstances, killing most of their agriculture and drying their wells. And what was worse, the Pokémon were weak. Their lack of resources and living conditions had left them struggling once more, their glory lost to time.
In 999 PT, the events that would change Ouroboros' fate were set in motion. During the most pressing of famines that village had ever seen, the current ruler, Julian the Charizard, deigned better to give over 90% of food and resources to the females of the village. Through it, they could still manage to repopulate and, with any luck, hold on to their lives. But some weren't happy with it, and amongst them was the Lord's second in command, Raze the Houndoom.
Raze had been at the forefront of every major meeting the lord had brought. At every turn, he would consider the lives of the females more important than their own, and make sure they were happy, even at the sacrifice of the males. That did not please Raze in the slightest. During one evening, when he slept soundly, he heard a voice in his dreams.
The voice called herself Xerneas, the goddess of life. She was observing from above and noticed how the people were struggling. She saw how much Raze cared for his villagers, and how he could lead them into a better future if he had the power. So, in her benevolence, she gifted a special boon upon the village's territory, shielding it from the overbearing heat and making the ground more fertile. She also made the females more fertile and the males more virile, to aid their dwindling numbers. At last, she gave the biggest boon to Raze. He was turned into the most virile of all, being able to impregnate any female regardless if they were barren or not, besides making him several times stronger than any other Pokémon in the region. With those gifts, the goddess had her hopes that happiness would come to the region once again.
But sadly, things didn't go quite according to her plan. Raze really began to rule, but by overthrowing the previous leader in deadly combat. As the new ruler, the first order given was to reverse the supply ration. Males and kids would have the priority over females. Not only that, the command to imprison and enslave any and all females within their borders was given. There were some that hesitated, but a surprising majority that had suffered under the rule gladly obeyed.
The following years witnessed a restructure in their society. Raze personally trained and led excursions to enemy lands to pillage and take anything he and his villagers needed. From food, basic healthcare supplies, to other females, aside from recruiting willing males to their roster. Their military expansion brought many assets to the village, enough that no male would go hungry for several years. The other reform was stripping any female of their personal rights. They still retained some minor ones like retaining their lives, punishing any that disobeyed, and just enough food to hang on. But besides that, anything and everything they had was gone. They weren't a part of the village anymore. They were slaves.
By 1018 PT, the village was no longer a shabby collection of broken houses, but a mighty conglomerate of medium technology and a paradise of proper living conditions. The village welcomed any and all males to join their inhabitants, granting several perks and great opportunities to bring their talents to their max potential. They had even acquired a proper name: Ouroboros, The Golden Village.
Being one of the strongest military powers in the continent, with thousands of powerful Pokémon under their command, they had vassalized several minor villages that surrounded the desert, and even forced non-aggression pacts with other threatening powers such as the technological center of the continent, Olympia, and the major Easter Trading Federation on the west. Their only warring enemies were the Raptor Village. They had bigger numbers, but their major strength and defensive strategies made taking them over impossible for decades. But, with them having a rule of never moving major forces outside their domain, they knew that they wouldn't be invaded or anything of the sort.
Through major hardships and gory campaigns, Ouroboros stood strong through its cruelty. And ever since the first contact, the voice of the goddess hadn't been heard ever since.
Culture:
Ouroboros' citizens have a fairly normal lifestyle. Males of the craft will go to their stations and work through their talents, helping themselves into a better financial situation while also benefiting the nation through the selling of their goods and taxes. The same goes for service men and others. Merchants are also valued, receiving lessened taxing in their trades and better prices for their supplies. They all live usual honest lives, besides the point that they have the proper legal and moral benefits that females lacked at Ouroboros.
The females are all kept as one of the following: Laborers, using their muscles to construct buildings, gather supplies, clean the streets, and any other menial task. Brothel servants, bringing succor to pent up males, generating income to the nation and increasing their numbers by getting impregnated. Breeding stock, less desirable than brothel females, not taught any pleasuring techniques, instead chained to walls or stuck in stocks to be used by males in public. Or personal servants, being assigned to a single male, obeying their every command without fail and being done whatever is desired of them, no matter the order.
Besides their day to day, In Ouroboros, it is preached the worship of Xerneas, the goddess of life and the "only pure female". The teaching spreads that Xerneas, knowing her inferiority as a female, gave up all her powers to empower the males in Ouroboros, bringing them safety from the ruins of the savage desert sands and heat. Those same teachings preach that any and all females are inferior to even the weakest of males, and that they should never be trusted, lest they try to escape and betray your trust.
In terms of bonds, Ouroboros incentivizes their villagers to pursue a life of homoromance, while allowing all kinds of sexuality within. Males can legally marry another male and share a long lasting life with each other, and males can have any sexual experiences with whoever they want. It's very normal for married males to have a couple female slaves they use when their partners aren't home and stuff.
And while such a tyrannical place would be rightfully expected to spit any kind of gender identity, that is not quite the case. The lord is neither a homophobe nor a transphobe.
If a female slave declares that she's actually male, but has the body of a female, they'll be brought to Raze's chambers. There, one of his personal psychic assistants will examine their minds to investigate if that's really the truth. The Psychic is a highly trained and highly trusted subject of Raze, being chosen among hundreds for the role due to their undying fealty to the same vision and goal the Lord shares. If the psychic interrogator is satisfied, then the new male villager will be ascended as a proper citizen, granting the same status and protections as other males. But if the psychic believes that they are actually a female trying to trick Lord Raze, they'll be physically punished and be put on the public stocks for a hundred days, with only cum as their form of sustenance. As for males declaring to be females, Raze will be saddened but understand. By their honesty, an act similar to Xerneas, they'll receive the status of a female slave, but only be allowed in the more savory places, such as the brothels or entrusted to a respected male master. Non-Binary Pokémon fall outside the female spectrum, so they receive the same benefits of a male citizen.
A male baby born from a brothel slave will be assigned a father at birth, among a list of members wishing to have a family to take care of.
The last point to observe is that of fire type males. Due to the importance of the "Fiery Five" in Ouroboros' history and culture, they are allowed a special place in the nation's elite military, if they make the cut, being taught techniques from Solanan himself, and how to best control their fire to enhance their entire body. Besides that, they still have the same status as any other male, only getting the opportunity to directly serve Ouroboros and go into missions outside the nation by the Lord's command.
Economy:
While Ouroboros is not short of a variety of resources, from exotic fruits and vegetations grown under the protection of Xerneas' blessing, to jewels crafted by the most experts of craftsmales, and the great trade caravans sponsored by Raze himself, that wasn't Ouroboros main source of income. That honor went to the slave trade.
Ever since the enslavement of all females in Ouroboros, they are used as nothing more than tools to be used and traded as needed. Slaves in question are all females, as male enslavement is prohibited at Ouroboros.
Females are acquired in several ways:
-Bred and hatched from brothel servants. They'll be kept as minor labor slaves until they come of age. After that, they'll be trained in the ways of pleasing a male before joining the brothels or other sectors in need for Ouroboros.
-Trespassers, who step on Ouroboros' sands, captured and broken by experts. They'll be selected for their most efficient role according to their performance.
-Bounties. If a buyer asks for a rare species of female, a special force will be sent to track and kidnap the targeted species in another land, bringing them to Ouroboros so they can be trained and sold to the buyers.
-Enslavement hubs. Establishments masking as other types of locales, like bars, salons and others across distant regions. They'll be broken and brought back to Ouroboros to join the others in their new roles.
But wherever they may come from, all females serve the same purpose, to enrich the lives of males in Ouroboros, and their bodies will bring the coin needed for it.
Politics:
Through their immense riches and big military numbers and power, Ouroboros has a decent political sway in the continent.
They have dozens of smaller settlements vassalized, serving as their servants and smaller sects of their own creed, receiving the same spectrum of treatment, both male and female.
They have a decent non-aggression pact with Olympia in the west. With the distance between them too big, the costs of a war would be extraordinary, not to mention that, even with the use of High Technology, they wouldn't go very far in an offensive war with them, so the promise of peace is the next best solution, as long as they don't directly interfere in their situations. Not to mention, for over a decade, a couple of Raze's men infiltrated the high council as politicians, swaying the decisions in favor of keeping Ouroboros safe.
On the Eastern Trade Federation side, they disagree with the notion of females being inferior than males, but by being very lucrative business partners, they have a deal to keep each other out of their public business as long as the goods keep flowing from one side to the other.
Any and all other nations in the continent are too far to have any real influence in Ouroboros besides the knowledge of their existence, so no proper relations exist between them.
