Billy had been in and out of Levi’s life for a few weeks now, ever since the police officer seemed to make it part of his daily routine to check in on the country boy. He rather liked that, odd as it was; the human enjoyed being around the feline police officer, and having a lion that was actually interested in his wellbeing was something that he didn’t get much of. Hell, having someone that interested in his wellbeing was something that he got almost none of, even back in the country.
But tonight, something seemed off.
It started when Levi drove up to the house without a smile on his face. Considering the fact that they were, ostensibly, going to a party, that was a worrying sign, but he tried to put it aside, smiling enough for the both of them as he slipped into the passenger seat. He got comfortable, pulled the seatbelt over, and leaned back as Levi drove them down the road. He even waited for a few minutes, giving the lion the chance to start whatever it was, to talk about what was going on.
Nothing happened. Nothing was said.
The night air slipped through cracks in the mostly-up windows, chilling him as the silence went on. The dull roar of the engine was just enough to drown out the barely-there chatter of the radio, and even that was nothing compared to the slow squeaks that came from the patrol radio that was installed on the driver’s side of the car. Levi kept glancing down at it, despite the fact that he was dressed for off-duty hours.
“Um…”
He tried to ask the obvious question, but Levi sat up straight and put on a smile. Compared to the usual, genuine grin that the other man could have, it was so obviously a fake he didn’t know how he was supposed to fall for it. Yet, there was something there that begged him not to take it further.
He almost listened. Almost.
“Are you…okay?” Billy asked, forcing the question past his lips.
“Oh, yes, I’m…fine. Why do you ask?”
“…Well, you’re lying to me.”
“Heh. You think you can figure out when someone’s lying better than me?”
“I think that you’re a bad liar.”
“…Fair enough,” Levi said, turning his attention back to the road.
The silence stretched on rather than giving him an answer, and he gritted his teeth as he tried to find some clue as to what had come over his friend. Every other time that they’d hung out, Levi had been silent, yes, but there’d been this understated cheer to his personality, some sort of happiness that showed that he wasn’t just being grouchy. This was something completely different. Something had clearly happened, and it was on the lion’s mind, so much so that it was driving everything else out.

He hadn’t heard of anything just yet. Everything in the city seemed to be fine; there’d been no sudden crime sprees that would have had the lion overworked or anything like that. As far as he knew, there wasn’t anything else going on, but –
Then he noticed something that was just slightly out of character. The usual meshes that Levi wore over his paws, whether on or off-duty, were missing. They were bare, completely exposed, and even in the interior of the car, that was off.
“What happened to your meshes?” he asked.

“I’m fine.”
“You’re lying,” Billy said.
“Stop saying that.”
“But you are. This isn’t you. This isn’t anything like you. Things aren’t okay, so why aren’t you –”
Billy yelped, his seatbelt snapping tight as the car whipped off the road and past the shoulder. They damn near drove onto someone’s lawn from the speed of the turn, and only the fact that the lion was a damn good driver kept them still on the pavement. He gasped for breath, his eyes locked straight ahead as he realized that Levi was gripping the wheel with a white-knuckled grip, barely able to keep from pulling it out.
“…”
“Levi…Levi, talk to me,” he muttered.
“There was…I shouldn’t talk about it.”
The lion turned away, but there was no way that he was going to let his friend just suffer. Billy had been raised better than that, and besides, they were close. He wasn’t someone to let a friend hurt when they didn’t have to. He undid his seatbelt, sliding across the car a bit, taking one of the lion’s hands. He gently unhooked the claws from the leather grip, pulling it over to him and squeezing it.
He didn’t know what was going on, but whatever it was, it was bad. He had [i]never[/i] seen Levi like this, not once in all the time they’d spend together. It was like seeing someone at the end of their ropes.
“Was it…one of those bad cops, again?” he asked.
Levi hesitated, then slowly nodded.
“How bad?” Billy asked.
“Bad enough…heh…worse than bad enough…”
He wanted to know more, but he knew better than to push. There were limits to what Levi could tell him, after all. Despite being a police officer, there were things that were not allowed to be discussed outside the department. It was already weird for him to be this open about the things that happened among other law enforcement officers, and there’d been mention already that there might be some consequences for that.
Billy wanted to know what had happened, but he wasn’t going to push. He was there for Levi; hell, the lion had been there for him often enough.
So, instead, he stroked the back of the lion’s hand, petting, being there while Levi caught his breath. And as he waited, he tried to guess what had happened.
It hadn’t taken long for it to come out that there was a strange sort of ‘domination’ thing that went through the city. It was not just the fact that the cops universally indulged their anthro instincts by chasing down their prey, hunting them, catching them, ‘playing’ with them when they were in the mood. It was the fact that some of the anthros were more sadistic about it. The fact that the city had more freedom than the countryside cut both ways: it cut down those that would stand in the way of people having equal chances and rights, and it cut down those that would keep them accountable, too.
He remembered a few drunken complaints at the bar after Levi got off work, when the cop had talked about some of the rougher felines on the force. There were complaints that never saw the light of day, complains of some cops that were utter assholes to the people that they brought in. Suspects, and some of them completely innocent, but still suffering from the police brutality that some of the other cops actually brought down. All the way to the point of claw marks and abraded dicks, in the case of some of the guys being pushed down under-paw.
He shivered. That was sexy to him, but he knew for a fact that it wasn’t the same for everyone. There were those out there that didn’t like being in that position, that would be humiliated by it. Hell, Eugene had been like that before his friend had found someone else to take care of him, and there were others that he’d encountered that were less than happy with the power that the police had over them.
But not all cops were like that…not Levi, not Tidus, not some of the others that Billy had met in the last few weeks. Some of them were good, but from the sound of it, that wasn’t going to be enough this time.
“…Someone died,” Levi eventually said.
“…A human?”
The lion nodded.
“When?”
“Today,” the lion said, shaking his head. “Just a routine bust. Someone ran a red light, one of the cops around stopped him, and the guy tried to run. Something in his car, or something like that. The cop chased him down…and…well, he started choking him out under his paw. And he took it too far.”
It was the first time that he had heard about someone on the force actually taking it to that point. He could barely imagine it…but he could still imagine it.
Levi pulled his hand back, shaking his head. It seemed like they were getting ready to go again, so Billy pulled his seatbelt back on.
“So…what’s going to happen? Is he dismissed, or –”
“The DA’s trying to bury it…trying to [i]fucking[/i] bury it.”
There it was, Billy realized. That was the thing. Not only had the cops taken it too far, but they were trying to get out of being held accountable for it. For someone that always took responsibility for himself like Levi, for someone that had worked so hard to be a good cop and done the best that he could to keep from going down those other paths, that must have been devastating. How could you stand up for a system that refused to keep itself accountable to the same standards that the rest of the world had to be held to?
How did you deal with a coworker that was going to get away with murder?
“Nnngh. I’m sorry,” Levi muttered, slumping forward and leaning his head against the steering wheel. “I didn’t mean to let it out like that.”
“Don’t apologize. You really needed that, man.”

“That’s right.” The lion nodded. “The department’s going to make a statement tomorrow. They’ll say what happened, and…well, that will tell me what I have to do.”
What he had to do. Billy didn’t know if that meant that Levi would go vigilante on the department, or make a public show of what had really happened. It might mean that the lion would quit, or make a scene as he left the station. In any case, he knew hopelessness when he heard it.
He looked out the window for a moment, then back at the lion. Levi was carefully looking anywhere but at him, and it took Billy a few minutes to realize why. When it finally hit him, it hit hard.

“So…are there other cops coming to the party?”
“…A few,” Levi admitted.
“Average ones, or ones like you?”

“So, they’re coming to…well…blow off some steam, I guess, and also figure out what they do next.”
“…Heh, for a country human, you’re smarter than you look.”
“Well, I don’t look very smart.”
“Must be why you keep surprising me,” Levi said, shaking his head. “But yeah. That’s right. We’re gonna talk…”
“And get some stress relief?”
“…Maybe. If the others are willing. It’s half-human, half-anthro tonight.”

“I think that you could use something to take your mind off this…and if you’re going to bring it up with other cops, you should be thinking clearly when you do it, don’t you think?”
The lion hesitated. He looked down at the clock, then at the road, then back down at the clock again. Billy didn’t push him. He wasn’t the one in charge, after all, and there were important things that had to be done. He understood that, he got that, and he wouldn’t push if Levi didn’t think that they had time. But if they did…
Well, he planned on making things better.
Finally, Levi pushed the car into gear, and started the engine. He smiled.
“I think we can spare twenty minutes.”

They pulled off the road in the parking lot of the local city park. It was dark, without streetlights, without anything but the lights in the car. They kept those low, just in case someone came by; after all, they weren’t putting on a show this time.
Levi turned slowly in the driver’s seat, lifting his paws from the pedals and offering one. Even as the lion hesitated for a half-second, Billy gripped his friend by the ankle, holding that lovely foot up and keeping it from sliding away from him. No more hesitation, no more nervousness.

It would mean that, if it happened, then it would mean tacit approval had come down from the upper tiers of authority, and if that happened…

You did the bad thing, and you got punished. It sounded like there was a bigger and bigger chance that someone was going to do the bad thing and get rewarded for it, and that? “Do I know the agent?” Billy asked.
“Nobody that you’ve met before. His name’s Keone.”
“I don’t recognize his name.”
“He’ll be bringing someone named Eugene with him.”
“…Oh.”
“Oh?”
“Um…that might be a problem.”
“Why’s that?” Levi asked.
“He’s…kind of broken right now.”
“…Oh, damn…”
“What? What’s the matter?” Billy asked.
“Keone’s a little…rough. Not dangerous – yet – but rough, and he has some…anger issues.”
“…Step on the gas.”
“Stepping.”
They roared down the streets, the houses on either side all but flying past as they picked up speed. Billy leaned ahead, almost as if he could reach through the window and pull himself to their destination that much faster.
For all that he liked what he had learned, he knew that Eugene was less enthused about the whole thing. He didn’t know how bad Keone actually was, but if it was bad enough that Levi felt a little concern, then it was more than enough for him. He wasn’t going to let Eugene get broken worse if he could help it.
